The Cochise County Board of Supervisors voted 3-0 to approve an intergovernmental agreement (IGA) with the City of Douglas to acquire right-of-way from Kings Highway East to James Ranch Road. County staff said the acquisition will support a future connector road and, crucially, a utility corridor for a proposed commercial land port of entry west of Douglas.
County staff explained the county would acquire right-of-way in county jurisdiction and provide zoning regulation changes if parcels are donated so the city can use the corridor for utilities. Supervisors and speakers framed the action as a critical economic development step: Supervisor Gomez and others said cross-border trade, mining shipments and cattle traffic would benefit if the port moves forward.
Supervisors discussed competition for federal and state funding at other Arizona ports of entry and emphasized the need for a county master plan to coordinate infrastructure, stakeholders and funding. The board approved the IGA by voice vote, 3-0, and directed staff to work with Douglas on next steps for right-of-way acquisition and permitting.
