Katy City Council awards $325,226 construction bid for Katy Historic Town Square

At a May 19 special session, the Katy City Council voted to award a $325,226 construction contract to DL Meacham Construction of Houston to complete the hardscape and landscaping for Katy Historic Town Square, known in the project documents as Katy Corner. The council approved the contract by voice vote; the motion was made by Mayor Pro Tem Chris Harris and seconded by Council member Roy Robertson.

The total project cost is $387,226, which includes the $325,226 bid and $62,000 in professional design services that were previously approved under a March 25, 2024 resolution (Resolution 15 84). City staff described the work as a capital improvement project; bids were received May 8.

Council members and staff discussed several implementation details before the vote. Council members confirmed the previously approved $62,000 design fee is included in the $387,226 total. City staff said the awarded bid includes transport from the contractor's current storage facility to on-site installation.

Council members also addressed ongoing maintenance and planting choices. Staff indicated the square will use low-maintenance, native landscaping; at budget time the council will include maintenance of the entire square in the city's landscaping contract. Council members discussed the planned placement of the annual Christmas tree, noting the tree will remain at the same location next year near the depot across from Katy Crossing, in the patch of grass where the petting zoo has previously been located.

Council was also told that geese on the square will be cleaned and sealed by Ed Hayes the week after Memorial Day, and that transport and installation of in-place elements are covered by the bid. After the discussion the council proceeded to a voice vote; the mayor called the question and the motion carried. The council then adjourned the special session.
