Councilor Wilson explained the appropriation covers food services and day operations at the Salvation Army facility, which the city had temporarily supported after state funding reductions. The city will use the grant to continue a day program that serves members of the community, to support integrated service referrals from the Multi-Service Center, and to maintain an on-site health clinic run by Healthcare for the Homeless.
City staff said part of the funding will provide workforce development investments so shelter employees—many of whom are formerly unhoused or long-time service staff—can receive training and higher wages. The appropriation was approved by roll call; the deputy clerk recorded eight members in the affirmative and one absent.
Councilors invited colleagues to visit the site. Staff said the appropriation restores state funding for operations the city had been supporting in the interim and that additional reporting on outcomes would be available through Human Services channels.
