Evansville Affordable Housing Trust Fund approves Round 4 repair contracts, preapproves three Round 5 inspections

Evansville City’s Affordable Housing Trust Fund voted June 10 to approve Round 4 home-repair contracts for 68 Herndon and 1010 Bellmead and to give preliminary approval for site inspections at three Round 5 addresses: 1424 South Governor, 1614 Dresden and 404 South Morton.
The approvals allow staff to move forward with contractors and field assessments. ‘‘Titan...won the lowest bid on both of those,’’ committee member Corey Kemp said during the meeting when staff identified Titan as the selected contractor for the two Round 4 projects. Committee Chair Matt Heck called the motion to approve the Round 4 contracts; Ruth Metzger moved the approval and Melissa Stinson seconded. The motion carried by voice vote.
Why it matters: the approvals convert prior preliminary selections into formal contract awards for two Round 4 repairs and authorize on-site inspections for three Round 5 applicants. Staff said having more contractors respond to bids should reduce project wait times and speed repairs, though they warned that final scopes may change after inspections.
Committee discussion and context Committee members and staff said this was the first round of bidding that yielded four bids per project, increasing competition. Corey Kemp noted the program is getting ‘‘more and more contractors, which is making...more competitive,’’ a development staff said should speed completion over time. Members also noted a continuing staff workload to process applications and that field visits sometimes turn up either fewer or substantially more repair needs than the applicants checked on their intake checklists.
On the Round 5 preapprovals, staff described the votes as ‘‘preliminary approval’’ that authorizes crews to visit properties to establish actual scope. Staff listed possible needs at each address — roof, gutters, exterior doors, windows, HVAC and water heater for some properties — but emphasized final work will be determined after inspection. Ruth Metzger moved to preapprove the three Round 5 addresses and Melissa Stinson seconded; that motion carried by voice vote.
