Scott said the contractor is working under a 14‑day notice‑to‑proceed window and that the contractor was currently “about 40%” complete on the work package they were contracted to perform.
Commissioners debated whether to reallocate or borrow from county reserves to accelerate unreimbursed recovery work. Commissioner Andrew Deutsch and others urged a limited, carefully defined use of reserves to reopen beach amenities and parking quickly, acknowledging that pursuing FEMA reimbursement remains a priority but can be slow. Commissioner Doherty said he supported a “course correction” and was prepared to consider dipping into reserves if the board could define the projects and amounts and accept the reimbursement risk.
Several commissioners recommended a pragmatic “flip‑flop” approach with the contractor: open the south lot to the public now (with safety mitigations and temporary bumpers), continue contracted work on the north lot, and then flip crews to complete the south lot. Scott told the board he would work with facilities and the contractor to try to implement that plan and report back with scheduling and safety measures.
