Board adopts emergency ordinance shifting Gladys voting precinct for June primary

Campbell County supervisors on June 3 adopted an emergency ordinance moving the Gladys election precinct from Kidron Baptist Church to the Gladys volunteer fire station for the upcoming June primary. The change was prompted after the church — which had served as the precinct site — scheduled Vacation Bible School during the election period and the current pastor had not received the prior multi-year schedule used by prior clergy.

County staff said the state board of elections has already approved the change and the registrar mailed letters to voters in the affected district to notify them of the move. Tripp Eisenhower, who presented the matter to the board, said the county is switching to an annually refreshed five-year schedule so future pastors receive updated precinct plans each year rather than in five-year blocks.

The board’s action was characterized as an emergency ordinance limited to this single election; staff said an emergency ordinance is appropriate because of the tight timeline and that the usual publication/readoption steps tied to another emergency ordinance were not required in this case. Supervisor Watts moved to adopt the emergency ordinance; the board approved the motion by voice vote.

The board did not record a roll-call vote in the meeting minutes; staff confirmed voters in the precinct were mailed notices after the state approval and before the board’s action.

The ordinance applies only to the June primary and staff said the registrar and county will continue working with the site owners to avoid future scheduling conflicts.
