SPSA board approves revisions to strategic operating plan, including commercial e-waste language

The Southeastern Public Service Authority board voted on May 28 to approve revisions to its strategic operating plan, replacing the version approved June 26, 2024, and directing staff to append the updated plan to the post-2018 use and support agreements.

General counsel read a resolution that summarized required procedures under the post-2018 use and support agreements and stated that an updated strategic operating plan must be appended by resolution and approved by at least 75% of the board when necessary. The updated plan includes wording that recognizes commercial electronic waste in the e-waste policy, corrected transfer station hours, an updated organizational chart, revised annual airspace calculations and changes to the master plan map reflecting prior cell-preservation decisions.

A roll-call vote was held for the resolution because the action requires a 75% board approval. The resolution passed with unanimous "yes" votes from board members present; staff noted that three board seats were absent from the meeting and that future member reappointments may affect voting thresholds for future actions.

Ending: The approved strategic operating plan replaces the prior schedule and is to be appended to SPSA’s post-2018 use and support agreements; staff were authorized to take actions necessary to carry out the revised plan.
