Board signs comprehensive plan for state submission; planner transition announced

The Planning Board prepared its comprehensive plan for submission to the state and discussed staff changes and local project updates.
Board members signed the comprehensive plan materials for state review; the chair asked members to print and sign the required pages so the chairman of the comprehensive planning committee could submit the document. Planner Melanie (contract planner, KV COG) said she will remain with KV COG but will hand off the Skowhegan-specific contract to a new planner who will be dedicated to Skowhegan by the end of the summer. Melanie told the board she will finish the comprehensive plan project and complete the ordinance revisions before the changeover.
Board members also heard staff updates: Brian (town planner) said he will conduct a final inspection of the school project next Monday and that the town issued a certificate of occupancy for portions of a new hotel (basement and first floor) with additional floors to be completed in coming months. Staff reported a recent ribbon-cutting and that the hotel's restaurant and remaining floors are expected to open in stages over the next several months.
Separately, the board discussed support for a local trail grant and arrangements for matching funds; staff reported a recent $57,000 grant application for trail work and advised that reimbursement programs and local match options were being explored.
The board recorded several personnel and procedural notes: the contract planner transition will be in place by late summer, Melanie will continue to shepherd the comp plan and ordinance edits to completion, and staff will follow up on grant- and inspection-related tasks ahead of upcoming meetings.
