Councilor Kate Sykes said she had proposed amendments to the contract to improve transparency and to create more direct oversight of program priorities; she said the public packet contained only Visit Portland’s legal response and not her amendment text until late the day of the meeting. "I’m disappointed that we're coming into this discussion from a very one-sided approach," she told the committee.
Councilors and staff recommended more time for a committee-level review and for corporation counsel to advise on negotiation parameters. Corporation counsel said the agreement is not fixed in stone and can be amended, and that the committee and council could negotiate changes before final approval.
