Council updates facility-use application and grants Piedmont Flyers recurring use of Great Wagon Room

The Town of Lewisville council approved a revised facility-use exemption application and separately amended town code to add the Piedmont Flyers Club as an exempt recurring user for the Great Wagon Room at the Mary Alice Warren Community Center.

Town Clerk Angie Lord described the changes to the facility-use exemption application, which the grants subcommittee reviewed and recommended to provide more detailed information from applicants requesting fee waivers. Council Member Melissa Hunt and committee members said the revised application shifts the burden to applicants to demonstrate the community benefit and reduces guesswork when reviewing requests.

On a separate item, staff presented Ordinance 2025-018 to add the Piedmont Flyers Club to Chapter 16’s exemption list limited to recurring monthly use of the Great Wagon Room only. The record shows council discussion about scope: the exemption covers the Great Wagon Room for the club’s monthly meetings; any additional events or use of other town facilities would require separate council approval and may not be exempted.

Council members expressed differing views about adding a small organization to the permanent exemption list and noted the application submitted by the club lacked detail about direct benefits to town residents; staff said the club had contributed to local causes and that the exemption list is granted at the council’s pleasure and can be modified later. After discussion the council voted to add the Piedmont Flyers to the exemption list; the meeting record shows a 4–2 vote with Council Members Ivan Huffman and Melissa Hunt recorded in opposition.

Council earlier approved the revised facility-use application (Resolution 2025-008) unanimously. The clerk said staff will notify applicants and publish the updated application in the town newsletter.
