Committee approves interest and budget transfer for parcel adjacent to Housing Hub project

The Metropolitan and Economic Development Committee voted to establish the city’s interest in acquiring the property at 963 East Georgia Street for the Housing Hub project and approved a transfer of $354,000 within the 2025 Office of Finance and Management budget to fund the purchase.
Kelly Shaw, real estate administrator for the Office of Finance and Management (OFM), told the committee the subject parcel is adjacent to property the city already owns for the Housing Hub. The purchase would add approximately 0.08 acres to the site, allow demolition of the existing structure, and enable the city to relocate an alley to the west to improve sight lines, vehicle turning radius and to set the project back from Shelby Street in accordance with design requirements. Shaw said the full Housing Hub project was previously appropriated in fall 2024; the requested $354,000 transfer would move funds from character 3 to character 4 within that existing appropriation so the city can close on the parcel.
Councilors questioned whether nearby houses to the west are occupied and whether acquisition of a single parcel leaving neighboring homes intact might create odd conditions; Councilor Jared Evans, whose district includes the area, said one nearby homeowner was not interested in selling, while the parcel owner approached the city to sell. Shaw said the acquisition was undertaken to allow the design to meet setback and circulation needs.
An earlier staff note in the presentation mistakenly listed the parcel size as 0.8 acres; Shaw corrected that figure on the record to 0.08 acres. The motion to approve both the declaration of interest and the intra‑budget transfer was properly moved, seconded and carried by voice vote.
Actions: Proposal 178 (interest in purchase of 963 E. Georgia St.) and Proposal 179 (transfer of $354,000) were approved by the committee with consent. OFM will proceed with acquisition steps and execute required property transfer documentation.
