The Town of Lewisville council approved amendments to three capital reserve ordinances designed to build funding for future capital projects.
Finance Director Pam Morel presented three separate ordinance amendments. Ordinance 2025-015 increases the municipal buildings capital reserve contribution to $25,000 annually beginning in FY 2025–26 and continuing until June 30, 2035, or until the fund reaches $1,000,000. Ordinance 2025-016 sets the parks and recreation capital reserve annual contribution at $100,000 beginning in FY 2025–26 and continuing each year until the fund reaches $500,000 (as stated in the meeting record). Ordinance 2025-017 sets the sidewalks, bike paths and greenways capital reserve annual contribution at $100,000 beginning FY 2025–26 and continuing until June 30, 2035, or until the fund reaches $1,000,000.
Council members asked staff to confirm that capital reserve funds are for capital purchases only and that routine operating maintenance for parks is paid from the general fund; Pam Morel clarified that operating expenses are separate from capital reserve funding. Council moved and approved each ordinance in separate votes; all three measures passed unanimously.
Motions came from Council Members Tom Lawson, Melissa Hunt and others as recorded during the meeting, and each motion passed with no votes in opposition.
Council members said the reserves are intended to reduce future borrowing and to provide cash for sidewalks, parks and municipal facility projects.
