Council approves reallocation of arts wrap tax funds and greenlights five new utility-box murals

The Ivins City Council on June 5 approved Resolution No. 2020Five-05R, adjusting preauthorized disbursements from a 10‑year arts wrap tax period and allocating $10,000 each to three arts organizations, and authorized five additional utility-box artworks along the city’s Arts Corridor.
Michelle (city arts staff) summarized the Arts Commission recommendation and said the proposal had the commission’s support. Councilmember motioning and a second carried a roll-call vote approving the resolution; councilmembers recorded unanimous support.
Separately, the council considered five proposed wrapped utility-box artworks sited on the Arts Corridor and reviewed community-submitted designs. Two submissions were homeowner-association funded; three were artist-donated works from Palisades at Snow Canyon and other neighborhoods. The council discussed the need to ensure the wraps represent city values and artistic themes consistent with the Arts Corridor master plan and to classify the installations as government speech. City attorney recommended conditioning approval on Rocky Mountain Power’s consent because the boxes are their equipment.
A motion to approve the five wraps — finding them consistent with the Arts Corridor and contingent on Rocky Mountain Power approval — passed unanimously. Council asked staff to thank and coordinate with the contributing artists and Rocky Mountain Power.
