The Eastern and Western County Recreation Board approved its agenda and consent agenda and discussed damage and fee practices following reported damage to a school wrestling room during an outside training session.
Board members said the damage followed an outside organization’s training and that the organizer had not reimbursed the district. Board members and staff discussed requiring deposits for future outside use, modest facility fees for tournaments, and whether to require insurance documentation for outside groups. "If they don't have insurance, no — I mean right? I mean, that's what covers them," a board member said.
Trustees debated options including a refundable deposit for repeat users, a small per-event upkeep fee, and tiered fees for weekend events or tournaments. One trustee suggested a small recurring deposit or fee that could generate a modest fund to cover wear and tear; speakers referenced a figure of roughly $1,200 that might be accumulated over a year if small fees were collected across many events.
The board also discussed a request from local law enforcement to use the wrestling room for training sessions; members said they did not object to law enforcement use but emphasized the need to document insurance and custodial needs. Staff were asked to draft a letter requesting reimbursement from the external organizer who caused the damage and to place a facilities deposit/fee policy on a future agenda.
The board approved the recreation-agenda items and consent agenda by voice vote and asked staff to return with recommended deposit and fee language.
Ending: The board asked staff to prepare a proposed deposit and facilities-fee policy for future meetings and to attempt to recoup costs from the party that caused the damage.
