City staff presented four potential Transportation Alternatives Program (TAP) grant candidates and asked the Transportation Commission for prioritization guidance ahead of the MPO application deadline. The projects are (1) a BeltLine frontage shared‑use path to close a gap between Seminole Highway and Landmark Place; (2) a Garver Path extension to connect developer‑built paths to the Marsh View underpass at Highway 30; (3) an Odana Road side path that would link Odana Hills Park to the Southwest Path via a new path and a signed bike boulevard; and (4) an Autumn Ridge path extension that would tie the recently completed Autumn Ridge overpass into Stoughton Road frontage paths.
Staff noted TAP typically reimburses 80% of eligible costs through WisDOT and that the BeltLine frontage path had been approved in a prior round before statewide funding cuts prevented funding release. City staff recommended ranking the four projects in the order presented (BeltLine frontage first, Garver extension second, Odana Road third, Autumn Ridge fourth). Commissioners agreed with that prioritization in general discussion and urged staff to pursue the BeltLine frontage and Garver extension as top priorities because those projects connect existing low‑stress paths and fill key network gaps.
No formal vote was required on this informational item; staff said they would submit applications with the recommended ranking and reported back on awards.
