Foster council approves $4.68 million guaranteed maximum price for police station build

The Foster Town Council voted on June 12 to approve step 3 of the planned police station and accept a guaranteed maximum price of $4,680,000 for the build.

The vote implements a construction contract with a GMP of $4,680,000. Council discussion emphasized the GMP covers the construction “for the build,” and does not include all future costs such as furniture or other outfitting expenses, which will be addressed separately.

Council members asked whether architect fees and earlier expenditures were included. A council speaker responded that the GMP is for the build and does not capture previous architect payments or some future completion costs. “Guaranteed maximum price that cannot go over 4,680,000.00,” the council speaker said during the discussion.

No numerical roll-call tally was recorded in the public transcript; the chair called for “All in favor? Aye,” and the motion was approved.

The council also discussed implementation details, including that the GMP reflects current project scope and that additional line items—furniture, specialized equipment and any further site work—are outside the GMP. Council members said those items will be funded or approved separately if and when needed.

Project proponents said the vote advances the construction phase, moving the project beyond design and into guaranteed-construction pricing. The council did not set specific dates for groundbreaking or completion in the public record of this meeting.

The decision came amid broader budget conversation at the meeting about town capital projects and long-term costs.
