Council approves multimillion-dollar TMWRF filtration and HVAC upgrades; Sparks to reimburse Reno for share of construction costs

Sparks City Council unanimously approved multiple project agreements June 9 that fund improvements at the Truckee Meadows Water Reclamation Facility (TMWRF) in coordination with the City of Reno. The items cover a filtration capacity improvement project and a bleach‑building HVAC rehabilitation.
Casey Mensah, TMWRF treatment-plant manager, described the filtration project as a response to increased influent flows and described the predesign work that demonstrated a larger capital need than originally anticipated. The council approved a reimbursement to the City of Reno for Sparks’ share of a construction contract with KG Walters Construction Inc. for the Filtration Process Improvements project. The construction contract total was $12,264,200, with Sparks’ share identified in the record as $3,847,279.54. Council then approved a separate agreement with Carollo Engineers for engineering services during construction for that filtration project (agreement AC-6122), not to exceed $1,443,270; Sparks’ share was recorded as approximately $449,434.50.
Council also approved construction and engineering agreements for the bleach-building HVAC replacement at TMWRF. The EMCOR Services Mesa Energy construction contract totaled $1,962,420, with Sparks’ share $615,611.15. Council approved CR Engineering’s construction-support services (agreement AC-6124) not to exceed $70,440 with Sparks’ share approximately $22,097.03.
Mensah said the filtration improvements were identified in the 2020 facility master plan and predesigns, and that selected smaller-scale improvements were chosen to better fit available funding while still increasing capacity. He said the filters (constructed in 1985) are the plant’s final polishing step and that flows have approached or exceeded planning thresholds in recent years. For the HVAC work in the bleach storage/pump building, Mensah said the existing 1992 system is at end of service life, experiences failures that cause roof leaks, and that conditioning of the bleach storage area affects chemical potency and operational cost.
All items passed on unanimous votes; the agreements were presented as reimbursements to Reno and were within the fiscal 2025 capital improvement program as described by staff.
