The Kent County Finance Committee voted to recommend that the full Board of Commissioners approve the Community Development annual action plan (AAP) for the period 07/01/2025–06/30/2026 and to accept and appropriate $2,587,654.02 in anticipated federal revenue to the Community Development Fund.
The plan is a required annual submission to the U.S. Department of Housing and Urban Development for entitlement communities. County staff said the 2025–26 action plan implements goals from the county’s five-year consolidated plan and serves as the grant application and budget for Community Development Block Grant (CDBG) and HOME Investment Partnership funds during the period.
Funding details in the packet included an anticipated CDBG allocation of $1,000,006.73 and a HOME allocation of $884,002.89. Staff also included estimates for program income from prior CDBG housing rehabilitation repayments (approximately $25,000) and HOME program income (approximately $5,000). Assistant corporate counsel will review and approve agreements as to form prior to execution, staff said.
Committee action: Vice Chair McLeod moved and Commissioner Oliver King supported recommending approval. The motion passed by voice vote and will appear on the full Board of Commissioners agenda for final approval.
Why it matters: The annual action plan sets the county’s federally funded housing and community development activities and budgets for the coming program year. Approval is required to receive and expend HUD entitlement funds.
