Justin Andrews, identified as project manager of the Office Development Systems, presented item 14a as the final reading of the ordinance to annex the 56.5‑acre parcel south of East Colfax and east of East 14th Avenue. He said the parcel will undergo the initial zoning process with an anticipated MUR (mixed‑use residential) zoning and is planned for a detention facility for Aurora Water. "This is the final reading of this ordinance for a city owned 56 and a half acre parcel of land ... This ordinance was approved on reading at the May 19 council meeting," Andrews said.
Council member Jurinski moved approval of item 14a, and the motion passed 8–0 to adopt the ordinance. The annexation, the city attorney said, follows Colorado state law and the city’s annexation requirements; adoption establishes city jurisdiction and clears the way for the initial zoning process.
On item 14b the council considered Resolution 2025‑65, which staff said finds a petition submitted by Cowley Management LLC for annexation of an approximately 242‑acre parcel at the northwest corner of East 56th Avenue and North Haysmount Road to be in substantial compliance with the statutory requirements and sets a public hearing for July 28. Staff told the council the parcel lies within the city’s annexation boundary, meets contiguity requirements, and that the initial zoning ordinance will be presented concurrently with the annexation ordinance.
Mayor Pro Tem Sundberg moved to approve item 14b, and the council adopted the resolution 8–0. Staff said the annexation process will proceed over three council meetings per Colorado state law and that future zoning will follow the city’s comprehensive plan.
What this means next: the annexed city parcel will proceed to initial zoning (anticipated MUR) and be developed as a detention facility under Aurora Water’s plans. The Cowley Management petition will advance toward the July 28 public hearing and subsequent annexation steps outlined in state law.
