The Fresno City Council on June 12 approved the city's 2025'29 Consolidated Plan, the 2025'26 Annual Action Plan, and an Analysis of Impediments to Fair Housing Choice, enabling submission of the city's federal grant applications and the planned use of Community Development Block Grant (CDBG), HOME, Emergency Solutions Grant (ESG) and HOPWA funds for the coming year.
Staff presentation: Karen Jenks, manager of the Community Development Division, introduced consultant Mosaic and summarized the package and recommended projects. Melissa Mayu of Mosaic described the consolidated plan as "the city's overarching strategy for how it will plan to use the grant funds that it receives from HUD over the next five years." Staff presented estimated FY25 allocations: about $7.0 million in CDBG, $2.8 million in HOME, $600,000 in ESG and roughly $1.0 million in HOPWA.
