CHARLTON, Mass. — The Charlton Select Board on June 10 approved a Department of Public Works materials and services award for asphalt milling and removal and took several other routine business actions, including a liquor‑store manager change and a decision not to exercise the town’s Chapter 61B right of first refusal on a 1.53‑acre parcel.
Bids for DPW materials and services were opened May 1. MassDOT had determined the lowest bidder for the asphalt milling and removal item did not meet prequalification requirements; the Select Board approved award to the next lowest bidder, Master Oak and Stone, at a rate not to exceed $2.74 per square yard as recommended by staff.
The board approved an application for a change of manager for Superfood Mart Inc.; paperwork was completed and the board voted to endorse the manager change as presented.
In a public hearing on a request from Francis DeNiro, Esq., on behalf of Saint Mark Coptic Orthodox Church of Boston, the town considered removal of about 1.53 acres from Chapter 61B (the state program that governs tax treatment and municipal right of first refusal for certain recreational, agricultural and open‑space parcels). The planning board, board of assessors, conservation commission and water/sewer commission had reviewed the request and recommended the Select Board not exercise the town’s right of first refusal. After opening the hearing and taking comment, the board voted in favor of the recommendation and will not exercise the right of first refusal on the parcel.
Votes were recorded for each item; the DPW bid award and the Chapter 61B non‑exercise were approved without extended discussion.
Next steps: staff will process contract documents with Master Oak and Stone; the liquor license manager change will be recorded with the town clerk and Alcoholic Beverages Control authorities as required; the Chapter 61B removal will proceed according to state statutory notice filings and the landowner’s request.
