Nibley City held a public hearing June 12 on a Community Impact Board (CIB) grant application seeking $50,000 to help update the city’s transportation master plan. City Engineer Tom Dixon and staff outlined a proposed scope of work that includes nine tasks: review of existing plans and zoning, traffic data collection and analysis, stakeholder coordination, a technical advisory committee, public involvement and open houses, capital facilities planning for impact fees, and preparation of final plan documents.
Tom and Finance Director Justin explained the grant requires a 50 percent local match. Staff handed council and the public a detailed scope-and-cost estimate during the hearing and encouraged public comment on both scope and funding mechanism. Tom said the CIB can require additional public hearings as part of its application process.
Why it matters: a transportation master plan guides the city’s traffic investments, impact-fee credits and future capital improvements. The plan will help the city update its impact-fee schedule and document transportation projects that may be funded through grants or developer contributions.
No public commenters addressed the hearing; the public hearing was closed and staff noted the plan will include future public outreach steps as the consultant-led process proceeds.
