Custer County commissioners approved two procurement actions Wednesday: a contract for ballot printing and mailing services and a consulting agreement to solicit alternative employee benefits/brokerage options.
Miss Kim (Elections) described a contract with KP LLC for ballot printing, envelope insertion and mailing for upcoming elections. The county used KP LLC for the November election after its previous vendor dropped the county; Miss Kim told commissioners the vendor performed well and she recommended entering a contract covering 2025–2027 election cycles. The board approved the contract by voice vote.
Separately, commissioners considered a consulting agreement to help the county RFP and evaluate brokers and benefits plans for workers’ compensation and health coverage. Commissioners said they are currently with CTSI but want to test competitive options while recognizing CTSI provides ancillary services (training, legal support) that might be lost if the county switched providers. The consulting agreement (vendor name transcribed in the meeting record as variants including “Accuracy Acquisition” / “Assure”) would have the consultant issue an RFP and broker solicitation, beginning July 1, 2025, and continue until either party gives written notice to terminate at month’s end.
The board approved the consulting agreement and the ballot printing contract by recorded voice votes. Commissioners directed staff to proceed with the RFP process through the consultant and to return with written proposals for comparison to CTSI services.
