The seller offers rental returns and used‑unit sales; the quote presented to the board listed a discount and an order total of $3,326.60.
Knappe said the shed would sit on county property east of the SAR building (Justice Center campus area). She explained the unit is wood framed, requires four anchor tie‑downs, and will likely need a Westcliff building permit (estimated at about $375). OEM asked that the county arrange graveling or a small pad to level and elevate the unit; road and bridge staff expected to schedule graveling in the fall due to paving season workload.
Board members and attendees discussed alternative options raised during public comment, including a 20‑foot shipping container (Connex) that would provide more space and preexisting security, and the possibility of a high‑school building trades class constructing a similar structure. The board asked OEM to explore those alternatives and to coordinate delivery timing so the unit could be held until the site is prepared.
Commissioners moved and seconded approval of the purchase with the condition OEM will seek to delay delivery as needed, and to proceed with anchors and permit as required. The voice vote was recorded in favor.
Financial note: Knappe identified a capital outlay line with approximately $3,798.01 available for the purchase and related expenses, and said repairs and maintenance budgets would cover any blading/gravel work needed as part of site preparation.
