Brownsburg council narrows noise code, removes 11 p.m.–7 a.m. window and adds televisions to enforcement language

Scott (staff member) reminded the council that the proposed amendments remove the language specifically referencing the hours between 11 p.m. and 7 a.m. and noted the council had earlier asked staff to consider adding television as an explicitly regulated item. Scott said Chief Grimes reviewed the change and "does not see any issues with that from an enforcement standpoint." The council adopted an amendment during the meeting to include television in the ordinance language prior to final adoption.
Members of the public addressed the council on the ordinance during the citizen comment period with differing views. Ivan (resident) presented a petition in support, saying the amendment "provides much needed clarity, thus empowering the Brownsburg Police Department to take action when necessary" and described recent loud-party incidents near his home. He thanked responding officers, naming Corporal Brinson for a quick response to a May 31 incident. Mark Sackett (resident) also voiced support, saying modern work and school schedules make a rigid 11 p.m. cutoff outdated and the revised language would reduce scope for discretionary enforcement.
Nancy Stinson (resident) said she supported Ordinance 2025-07 (the trails ordinance) but opposed the modification to Ordinance 2025-08 as she understood it, saying the proposed changes could create "learning opportunities and some business opportunities and growth and sharing opportunities" she found problematic; she said she supported the ordinance as it previously stood.
A council member moved to amend the ordinance to add television; the amendment was adopted by voice vote. A motion to approve Ordinance 2025-08 on proposed reading passed, and a later motion to approve the ordinance on reading and final adoption also passed by voice vote with no opposition recorded in the meeting transcript.
The ordinance change removes a specific nighttime window and instead relies on the clarified definitions and language in Section 93.51(b) to guide enforcement, according to staff. No detailed enforcement protocol, complaint thresholds or penalties beyond the code language were specified during the meeting.
