Placer County supervisors appoint Mark Serkisana to Auburn Valley Community Services District board

The Placer County Board of Supervisors on June 11 adopted a resolution appointing Mark Serkisana to fill a vacancy on the Auburn Valley Community Services District board of directors.

Placer County Clerk-Recorder and Registrar of Voters Ryan Ronco told supervisors the district had requested the appointment but missed the internal deadline for making it, which under the county’s cited procedure transfers the appointment power to the board for a 90-day window. Ronco said the board’s action avoids a costly special election. “We estimate you could be saving this district as much as $20,000 for the cost of conducting that election,” Ronco said.

The appointment was made during a short, single-item special meeting called specifically to address the vacancy. A motion to adopt the resolution was made and the board approved the appointment by voice vote; Chair Landon called for those in favor and members responded “aye.” The board noted two supervisors were absent for the vote.

County staff present for the item included Ronco and representatives from the clerk of the board’s office; Diane Peterson, board secretary for the Auburn Valley Community Services District, attended on behalf of the district. Ronco thanked county staff for expedited handling of the request and cited the statutory process by which the board may fill the vacancy when a special district misses its appointment deadline, referencing “Government Code 17 80” as the authority for the procedure.

The board adjourned following the action and noted its next special meeting on June 23, 2025.
