Commission approves minutes after initial quorum failure

A procedural motion to approve the commission minutes was considered twice during the June 11 meeting.

Early in the meeting a commissioner moved to approve the minutes. During the roll-call vote Commissioner Fangfeng recorded an abstention and staff indicated the tally would not meet quorum, leading staff to say the vote failed for lack of a quorum. Meeting minutes show staff recommended reposting the item to the July meeting if needed.

Later in the meeting, after Commissioner Mendola arrived, the commission reconsidered the approval. The minutes were approved on the second vote; the record shows Commissioner Fangfeng had previously abstained and that the motion passed after Mancola/Mendola’s attendance (the transcript indicates the arrival of an additional commissioner enabled a successful vote). No other roll-call vote details or an exact yes/no tally by every commission seat were recorded in the transcript.
