Pahrump planning commission recommends denial of zone-change and master-plan amendment for two East Pink Way parcels

On June 11, 2025, the Pahrump Regional Planning Commission voted to recommend denial of a minor master-plan amendment (ZCMP 25-2), a zone change (ZC 24-18) and the companion resolution (Resolution 2025-02) that would have changed two parcels at 1401 and 1441 East Pink Way from Community Development Area (CDA)/Light Industrial (LI) to Business Industrial Area (BIA)/Heavy Industrial (HI). Staff told the commission the applications lacked a clear justification and did not identify a specific proposed use, and staff recommended denial.
Staff said the owner’s application originally proposed warehouse buildings but the justification letter did not identify a firm end use; earlier project materials mentioned ammunition manufacturing in discussions with staff but no specific tenant or development plan was filed. The staff report said heavy-industrial permissive uses are more intensive than light industrial and could be incompatible with nearby properties, and that, on that basis, staff could not recommend approval.
Applicant representatives, calling into the meeting, said the owner seeks greater flexibility to market the parcels to prospective tenants and hoped heavier industrial zoning would broaden marketing options and help attract jobs to Pahrump. The applicant (Bryce Dahlin, caller) said the owner has no tenant lined up and would expect any future user to coordinate with county staff and the county to determine permit needs.
Commissioners repeatedly said they were not comfortable approving a broad heavy-industrial designation without a clearer proposed use. Several commissioners noted that permissive uses in heavy industrial would allow development to proceed without returning for conditional-use review, and they worried a rezoning could permit incompatible uses to follow if the initially contemplated tenant did not proceed.
A member of the public, Rick Ewing, told the commission the parcels were already being marketed online as approved for heavy industrial, and urged commissioners to verify that representation. Planning staff said the Board of County Commissioners (BOCC) will make final action on July 15 and that the RPC’s role was to forward a recommendation.
After discussion, the commission moved and voted to recommend denial of the master-plan amendment, the zone change, and the resolution. The recommendation to deny will go to the Nye County Board of County Commissioners for final action on July 15, 2025.
Votes at the RPC were recorded in favor of the motion to deny; the commission’s recommendation will be transmitted to the BOCC for final consideration.
The BOCC hearing is scheduled for July 15, 2025. If the owner finds a specific tenant, county staff and commissioners said the owner could return with a targeted application that describes the proposed use so the commission and public can evaluate compatibility.
