Commission discusses annual internal review draft; members push for DBE, living-wage and workforce focus

Jason Alexander, deputy chief for airport affairs, presented a draft of the Airport Advisory Commission’s annual internal review and invited feedback on goals for the coming year at the June 11 meeting.

Alexander said the annual internal review is procedural and typically submitted in July; the draft recapped commission actions during the reporting period and asked commissioners for goals to include in the final document. He said staff would incorporate feedback and return with the final document for approval at the July meeting.

Commissioners discussed several priorities. One commissioner asked whether the commission could track DBE (disadvantaged business enterprise) goals for construction primes and requested status check-ins. Lynn Estabrook said project solicitation materials and the packet — page 41 — list project-level DBE and construction goals and that staff can provide periodic progress updates, including quarterly checkpoints. Another commissioner reiterated interest in retaining goals from the prior year that promote living wages and fair labor practices and apprenticeship and community workforce partnerships; Alexander said commissioners could adopt none, some or all suggested goals and asked for written comments to incorporate ahead of the July submission.

Staff said they did not require action on the draft at the June 11 meeting and will bring a final draft for approval in July. Separately, the commission revisited approval of the minutes after the arrival of an additional commissioner (see “Votes at a glance”).
