Airport staff previews rental-car RFP, warns commissioners about pending ‘cone of silence’

Tracy Thompson, the airport’s chief commercial officer, gave commissioners a courtesy briefing on a forthcoming request for proposals to add up to two new rental-car entrants at the consolidated rental-car facility adjacent to the Blue Garage.
Thompson said the facility opened in 2015 and that, roughly 10 years later, the airport is creating an opportunity for additional operators. The RFP will select up to two companies based on criteria in the solicitation and, following selection, staff will return to the commission with a request for council action.
Thompson told the commission the schedule for issuing the solicitation had not been finalized but that once it is issued a cone of silence will apply. She explained the cone of silence prohibits commissioners and other airport-associated participants from discussing the competitive procurement with proposers or outside parties and encouraged anyone approached about the opportunity to direct inquiries to her office.
A commissioner asked staff to clarify the cone-of-silence meaning; Thompson described typical boundaries and said staff can facilitate communications. No procurement award or contract was presented for action at the June 11 meeting.
