The Tracy Planning Commission on June 11, 2025 opened scoping for an environmental impact report (EIR) for the proposed Paradise Pointe Business Park, a roughly 52.7-acre industrial project at the corner of Christman Road and Paradise Avenue. Planning staff and the project's EIR consultant outlined the scope, schedule and the major issues the draft EIR will study, and received verbal public comments. The public comment period for the notice of preparation was already open May 16 and runs through June 14, 2025.
Victoria Lombardo of planning staff introduced the item and said the public scoping meeting is intended to identify issues the EIR should analyze beyond standard CEQA topics. Consultant Elise Laws described the EIR as a disclosure document required under CEQA that evaluates potential environmental impacts, mitigation measures and feasible alternatives. Laws said the draft EIR will examine air quality and greenhouse gases, hazards and hazardous materials, noise, transportation, cumulative and growth-inducing impacts and that the city anticipates circulating a draft EIR for a 45-day public review period later this year with a final EIR and hearings next year.
