Nina Arias, director of Human Resources, briefed the committee on June 10 on a proposed Professional Employer Organization (PEO) contract that would give Dallas another option to fill contingent staffing needs, onboard specialized workers and manage payroll, benefits and compliance for the contingent workforce.
Arias said the contract was moved from a June 25 council agenda to an August 13 vote and would authorize a five‑year agreement with a total contract value cap of $4.2 million (an annual allocation of roughly $840,000). Departments would submit cost estimates to access the PEO; Arias said funds for typical uses would be covered through salary savings, existing temp staffing budgets, overtime reductions or other offsets and that the contract carries no required upfront commitment.
Arias said the model allows longer placements than traditional temporary staffing, the ability to bring in specialized professionals (including H‑1B visa needs), and a pay‑as‑used cost structure that departments have already estimated for their potential usage. She said the PEO would be available to all departments and would be centrally managed through HR, though some departments already retain their own temp contractors (examples given included sanitation, animal services and IT).
Council members raised concerns about the fragmented management of temporary staffing across departments and suggested staff coordinate with procurement and the city manager to tighten administration and oversight. Jack Ireland said HR and procurement would follow up with committee members about opportunities to strengthen centralized controls and process clarity.
No committee vote was recorded; staff said the item will be posted for council consideration on August 13.
