Ordinance 25I43 (Youth Services TANF grant): Justice Ward moved to send the ordinance to the full court with a due-pass recommendation. Director Jamie Scott described the grant as a renewed state TANF award serving about 100 students ages 16–21 with workforce and after-school components; a new component adds Mills (High) School for at-risk referrals. Committee vote: 12 ayes.
Ordinance 25I44 (Crisis Stabilization Unit reimbursement): Justice McCoy explained this is a routine monthly CSU reimbursement. Committee vote: 12 ayes.
Ordinance 25I45 (Office of Emergency Management drone-loss reimbursement): Justice Elliott moved the item. County staff explained a county OEM drone malfunctioned during a recovery operation and was submitted to insurance. Committee vote: 12 ayes.
Ordinance 25I47 (donation funds for sheriff’s SWAT team): Captain Chris Amling of the Pulaski County Sheriff’s Office described a donation from Fraternal Order of Eagles Lodge No. 60 to buy uniforms and boots for about 15 SWAT members (roughly $10,000 available) and possibly update gas masks with any leftover funds. The committee advanced the ordinance with a due-pass recommendation. Committee vote: 12 ayes.
Ordinance 25I48 (Sheriff’s Opioid Response Team grant amendment): This item drew extended questions from justices on equipment spending, a Narcan line item, reporting, and why the item was a late filing. The committee advanced the ordinance with a due-pass recommendation after a roll call that produced 10 ayes, 1 no, 1 present; three justices were absent. Committee members requested monthly/quarterly reports and any state correspondence about milestones before the full-court meeting.
All forwarded ordinances will next appear on the full quorum court agenda for final action. Several justices reminded departments that forwarding an item does not obligate the full court to approve it and that committee requests for additional documentation should be satisfied prior to the full-court vote.
