Commission approves rezone to P2C rural commercial for East Fourth Street parcel

The City of Taylor Planning and Zoning Commission voted to recommend approval of a place-type amendment for a property at 3601 East Fourth Street, changing the designation from P2 Rural to P2C Rural Commercial so the owner may continue and expand commercial activities on the lot.
Senior planner Cole Vakley presented the request and described the site as located on East Fourth Street east of downtown Taylor, surrounded by industrial and rural sites with at least one adjacent parcel already zoned P2C Rural Commercial. "It's a pretty congruent use of what they're trying to rezone it to," Vakley said, and staff recommended approval because the change is consistent with the Land Development Code and the comprehensive plan’s policies.
Vakley explained the existing building on the lot currently operates as a commercial building but the P2 zoning does not allow that commercial use to expand; the rezoning would permit the property owner to formalize the commercial use rather than relying on grandfathered status. No public commenters spoke for or against the request during the hearing; staff sent 13 notices and reported no responses.
A motion to recommend approval of PZ2025-2508 was made and carried without opposition. The commission’s recommendation will be forwarded to City Council for final action on the rezoning.
