IT reappropriates $171,000 from CRM to human-capital-management data migration; council asks for full project cost

The council on June 10 approved a reappropriation of $171,000 from a paused customer relationship management (CRM) capital project to fund human capital management (HCM) data migration and associated security work.
What staff said Anne Bennett, IT director, explained the administration paused a broader CRM effort to focus on resident-facing CRM tools that cost less, allowing a portion of the original CRM capital funding to be moved to the HCM effort. Bennett described the $171,000 as funding for critical data extraction, transformation, secure transfer and subject-matter expertise for the HCM migration and emphasized staff will handle internal activities while specialists will perform complex migration tasks.
Council questions and referrals Council members asked several implementation and financial questions: whether the reappropriation covers only migration activity, the project timeline (12–18 months), which systems and vendors will extract and map data, and whether components of implementation would be capitalized. Staff said Deloitte is the current application maintenance/support vendor and will perform source-data extraction; the target-system vendor/firm will handle transformations and loads, with city staff playing a large role in testing.
Council requested a referral to provide the full cost estimate for the HCM project and asked for clarification from finance on what portion qualifies as capital expense. Bennett said the reappropriation does not add new money to the program; it reallocates funds to reduce risk on the HCM migration.
Direct quote “We're not asking for additional funds. We're just asking to appropriate the funds originally allocated to CRM because we don't need as much there to move it to this data migration and significantly reduce our risk with the new project,” Anne Bennett said.
Next steps Council asked staff to return with a full HCM project cost estimate and further explanation of capital treatment. IT will proceed to procure migration expertise consistent with the reappropriated funds and agreed to provide timelines and procurement details to council.
