Alderman's proposal to create recurring $1M GMSD capital allocation fails; board calls for further joint planning

A motion to amend Ordinance 2025-34 to appropriate $1,000,000 in FY26 and $1,000,000 annually in future fiscal years through FY31 for Germantown Municipal School District (GMSD) capital projects failed at Monday's Germantown Board of Mayor and Aldermen meeting.
Alderman Salvaggio introduced the amendment as the start of a permanent "GMSD legacy fund," saying the measure would create a recurring revenue silo to support long-term school capital reinvestment and help protect property values. "Not every citizen has a student in GMSD, however, it's undeniable that having the highest quality ranked school system in the state is crucial to our property values," he told the board.
Several board members voiced support for increased school capital spending but said the proposal lacked a clear funding source and alignment with the Germantown Board of Education. Alderman Yulicki said the boards needed a roadmap and suggested a community referendum could be part of a long-term plan. "Maybe a referendum needs to go before our community to decide whether they support something like 4¢ on the property tax or 8¢ on the property tax," he said.
Alderman Sanders and Vice Mayor Gibson favored the concept of sustained capital investment but opposed approving an unfunded recurring allocation in the current budget cycle. Sanders said the board should pursue joint discussions with the school district and consider revenue options before committing recurring dollars.
Clerk roll call on the amendment recorded a Yes vote from Alderman Salvaggio and No votes from Alderman Sanders, Vice Mayor Gibson, Alderman Hicks and Alderman Yulicki; the motion failed.
The budget discussion continued with board members repeatedly urging a coordinated planning process between the city and GMSD to develop prioritized needs, debt capacity analysis and potential funding mechanisms. Several aldermen encouraged forming a joint working group or scheduling a meeting with school board leaders to align priorities before proposing a recurring appropriation in a future fiscal year.
