Planning board recommends approval of Sutton Crossing final plat to create five parcels for hardware, retail and drive‑through

The Winter Springs Planning and Zoning Board on June 5 voted unanimously to recommend approval of the final plat for the Sutton Crossing development, which will subdivide the subject property into five lots to accommodate a hardware store, retail space and a quick‑service drive‑through restaurant.

Community Development staff told the board the City Commission on May 12 already approved related final engineering site plans, development agreements and waivers for parts of the project. Staff said one parcel will be left undeveloped because stormwater tanks will occupy that space, and that two of the five lots are associated with one of the approved developments; another lot (Lot 3) has not yet been proposed for development and would be part of a later phase.

Staff recommended approval to the commission provided the applicant file a subdivision performance bond acceptable to the city attorney and address any final revisions requested by the city surveyor before the City Commission public hearing. Staff said one or two surveyor items remain under review and that those must be completed before the June public hearing.

A board member clarified that architectural review had been provided for Lots 1 and 5; staff confirmed phases and pending site plans for other lots. The board moved to recommend approval with the staff conditions and to require that the surveyor’s comments be addressed before the commission hearing.

The vote was unanimous. The recommendation will be forwarded to the City Commission for final action.
