Council approves 2024 CAPER and multiple final plats, including Aspen Meadows and Ivywood divisions

The Idaho Falls City Council voted unanimously to approve the 2024 Consolidated Annual Performance and Evaluation Report (CAPER) for submission to the U.S. Department of Housing and Urban Development and approved several final plats and related documents for new residential developments.
Community Development Services staff member Lisa Farris presented the CAPER, saying the report covers programs and activities in 2024. Farris said the city held a public hearing May 8 and accepted public comments through May 24; no comments were received during that period. Council voted to approve the CAPER so staff could file the report with HUD.
Council then considered a series of final plats and associated documents. The approvals on the agenda included: - Aspen Meadows Division No. 2: council approved the development agreement, the final plat and the statement of relevant criteria and standards. Council discussion noted Block 2 includes roughly 5.2 acres designated for a charter school and that a canal limits road connectivity at Cannon Lane; staff explained future development to the north will provide connection. - Ivywood Division No. 8: council approved the development agreement, final plat and statement of relevant criteria and standards for a single-family subdivision (listed as 25 lots in staff comments). - Ivywood Division No. 10: council approved the development agreement, final plat and statement of relevant criteria and standards (listed as 57 lots in staff comments).
A councilor noted that many applications are compliant with law and pass through the planning and zoning process before council consideration; the mayor and staff emphasized these items had been reviewed by planning and zoning commissioners. All motions to approve the CAPER and the plats passed unanimously as recorded by the city clerk.
