The Idaho Falls City Council approved a local professional services agreement with Precision Engineering LLC for design work to reconstruct Elm Street between Yellowstone Avenue and South Boulevard, authorizing the mayor and city clerk to execute the necessary documents.
Public Works Director Chris Frederickson told council the contract is for design services and estimated the cost at $225,779. He said the city’s share will include a 7.34% match—amounting to approximately $16,572—that the city must pay. Frederickson said the project is programmed for construction in fiscal year 2026 and was selected by quality-based selection after proposals were ranked by staff.
“Elm Street…is a pedestrian corridor that links our roundabout in South Boulevard back to the downtown in Idaho Falls,” Frederickson said, explaining the reconstruction will address steep shoulders, pedestrian accommodations and bicycle use, sight-line issues and the potential evaluation of rapid-flashing beacons at school crossings.
Council members asked for clarification that the agreement covers engineering/design only and that construction funding is programmed for FY2026. A motion to approve the professional services agreement and authorize execution passed unanimously: Larson (yes); Francis (aye); Burtonshaw (yes); Dingman (yes); Freeman (yes); Bradford (aye). The motion carried.
The council and staff said the design will consider ADA and pedestrian improvements, stormwater and how best to accommodate all users on the corridor; construction procurement and final design details will follow the engineering phase.
