Commission approves revised development plan for Kirkwood East to shift parking and enlarge buildings

The Planning and Zoning Commission on June 5 unanimously approved a revision to the Kirkwood East development plan that adjusts building footprints and reconfigures parking.
Curtis Young of the Sage Group told the commission the 2023 development plan originally established the site layout and that the revision reflects requests from prospective tenants and a buyer interested in Lot 2. The changes include modest increases to building square footage on several lots and a total net reduction of four parking spaces across the development. The revision shifts some parking away from the Kirkwood frontage into an area that had been cleared for an overhead power line easement; staff and the applicant noted landscaping is restricted in the easement and it will not be reforested.
Young described the covered drive and tree conservation approach and presented street views and lot-level exhibits. Commissioners asked about lighting and whether pole lighting would be placed in the easement; staff said the plans do not indicate parking lot poles in the easement and that any lighting would be outside the easement boundary.
No surrounding property owners submitted written comments. With no public speakers during the required public hearing, Commissioner motioned to approve case ZA25‑0031 referencing the staff report dated May 30, 2025 and Development Plan Revision Summary No. 1 dated May 30, 2025; the motion carried 5-0.
The approved revision proceeds to the site plan review process for individual lots as buildings are proposed; the commission noted Lot 4 site plan will be considered next on the agenda.
