The Columbia Board of Zoning Appeals on June 5 approved a special exception (case 2025005-SE) allowing an alternative parking surface for Suncoast Resources' expanded parking area, extending previously approved alternative surface materials to a contiguous 1.85-acre portion of the site.
Andrew Livingood, the city's zoning administrator, explained that the Unified Development Ordinance requires an improved parking surface (typically asphalt or concrete) and that the special exception permits an alternative surface that staff judged appropriate for the site's industrial use. The board discussed the environmental benefits of a permeable surface for reducing runoff; one board member noted the benefit directly: "I think it's great that it's gonna be permeable surface. I think that's actually a real plus." Another member cautioned the applicant to retain stormwater on site because spills of lubricants or hydraulic fluids could occur.
The applicant indicated the proposed surface would be six inches of gravel or crushed concrete to improve the existing muddy lot, and reiterated an intent to route truck traffic so that it exits only onto Atlas Road to reduce impact on nearby residential streets. Scott Holder, the land development planner, reminded the board that an earlier 2023 variance had addressed interior parking-area landscaping standards for the site and that the special exception request is consistent with prior approvals.
Board members voted to approve the special exception "subject to staff comments," and the motion passed by voice vote.
With the approval, the applicant may proceed to obtain necessary permits, subject to the standard land-disturbance and development conditions required by staff review. Any additional landscaping or buffer requirements remain subject to the staff-mandated schedule discussed earlier in the meeting for the related variance case.
