Payson City Council approves small utility-rate increases after public hearing

Payson City Council voted on June 4 to adopt amendments to the Payson City fee schedule that raise most utility rates by 3% and increase electric rates under an existing multi-year power-rate plan.
Finance staff member Kathy presented the proposed changes during a public hearing. She said the city proposes a 3% increase for sewer, storm drain, solid waste and other utilities, and a 5.5% increase for electric power as “the second year” of a previously approved four-year rate study.
Kathy provided a sample residential consumption profile and said the combined changes would amount to roughly an $11-per-month increase for that sample usage. She and councilors discussed the broader context: rising costs in enterprise funds, state landfill rules leading to higher disposal charges, and local illegal dumping that increases city workload.
The council opened and closed a public hearing; no public comments were offered on the fee changes. A motion to approve the amendments to the fee schedule carried on a roll-call vote. The vote recorded “yes” responses from Council Hyatt, Council Moss and Council Hulett; the motion passed.

Councilors acknowledged the burden of higher rates on some households and directed staff to continue searching for savings in the budget. The fee schedule amendments take effect as specified in city procedures. No further ordinance changes were adopted at this meeting.
