Summary
The commission voted 5–0 to raise Metropolitan Area Planning Department (MAPD) county application fees by 10%, aligning with a city increase and raising projected cost recovery from 23% to about 28% for planning-case processing.
The Sedgwick County Commission unanimously authorized a 10% increase to county MAPD application fees on Wednesday, aligning the county schedule with a City of Wichita fee increase scheduled for July 1.
Scott Whittle of the Planning Department told commissioners the department’s last fee increase was in 2018 and that inflation and increased casework have reduced fee cost recovery. The proposed 10% increase is intended to raise the county’s planning cost recovery rate to roughly 28% from current levels near 23% — meaning local general funds would continue to subsidize approximately 72% of planning processing costs, the briefing said.
Whittle said the requested increase would not change the MAPD budget but would adjust the share of processing costs recovered from applicants. Commissioners discussed the relationship between fee waivers for affordable housing projects and the fee schedule; Whittle and staff said waivers can be considered on a case-by-case basis and that the recent board action to waive certain fees for low-income housing tax-credit projects remains separate.
Commissioners approved the 10% increase and adopted the resolution. The new fees are set to take effect July 1, the same date the Wichita fee increases take effect.
