DCYF told webinar attendees that the Legislature approved targeted investments for juvenile rehabilitation to address rising population, higher acuity among youth in care and facility needs.
The spending matters because DCYF said JR has seen population growth and needs for new classification, behavior management, and communication systems to improve care. The Legislature provided funds for direct care staff, opioid use disorder treatment and post‑release contracts, and work on a new Harbor Heights facility DCYF expects to operationalize in June.
Agency presenters said the budget also includes technology investments to improve footage storage and surveillance record systems, and funding to begin individualized communication technology for youth (moving beyond centralized phones in units). DCYF noted investments for classification and behavior management staffing, security work at Echo Glen while a fence is completed, and one‑time staffing support at Green Hill. The budget also funded predesign and design work to explore additional JR capacity (Mission Creek or other sites) and an update to a six‑year master plan last prepared before COVID.
DCYF said the investments are intended to respond to increased needs in JR facilities and to begin long‑range planning; language in the budget also requires the agency to focus on data and population projections.
Ending: The agency said it will follow up with implementation steps and noted several bills clarified ombuds roles, jail/prison riot provisions affecting releases and provisions related to Medicaid waiver intent and diversion data collection.
