Board proclaims Scoggins Dam Safety Awareness Day and designates June 2025 as LGBTQIA+ Pride Month

The Washington County Board of Commissioners unanimously approved two proclamations on June 3: one recognizing Scoggins Dam Safety Awareness Day and another designating June 2025 as LGBTQIA+ Pride Month.
Tracy Rainey, government relations manager for Clean Water Services, read a proclamation noting Scoggins Dam (which creates Henry Hagg Lake) is a federally owned, earth-filled embankment dam constructed in 1975. Rainey told the board that a 2010 Bureau of Reclamation seismic evaluation identified significant seismic vulnerabilities at the facility, and that the bureau is advancing seismic spillway modifications funded through the Bureau of Reclamation’s Safety of Dams program.
"It is our understanding that the Bureau of Reclamation is now looking to advance the seismic modification of the dam spillway, which is the most seismically vulnerable component of the overall facility," Rainey said during the presentation.
The proclamation calls on community members to understand dam safety precautions and to support investments and patience during construction modifications. The board voted 5-0 to adopt the proclamation designating May 31, 2025, as Scoggins Dam Safety Awareness Day for the board of directors of Clean Water Services.
Later the board adopted a county proclamation designating June 2025 as LGBTQIA+ Pride Month. Alicia Sojourner, director of Access and Opportunity, provided context on the month’s purpose and the county’s cultural heritage and inclusion efforts. Cassandra O’Donnell (spelled in transcript as O'Dell/O'Donnell variants) read the proclamation recognizing Stonewall as a turning point in the modern LGBTQ civil-rights movement and urging residents to work to eliminate discrimination.
Both proclamations were adopted by unanimous vote, 5-0.
Ending: The board adopted proclamations to highlight dam safety advocacy for Scoggins Dam and to recognize Pride Month; Clean Water Services and county equity staff will participate in outreach and visibility activities associated with the declarations.
