Council adopts six-year Transportation Improvement Program for 2026–2031

The Richland City Council on June 3 adopted Resolution 2025-91, approving the city’s 2026–2031 Transportation Improvement Program and directing staff to submit the TIP to the metropolitan planning organization and state for funding consideration.
Public Works Director Dela Sandro told council the TIP is a required six-year planning document to coordinate locally planned projects with the regional MPO (Ben Franklin Council of Governments) and ultimately the state. Sandro said the TIP lists both secured projects and planned/unfunded projects that staff will pursue for grant funding. She noted no new projects were added for 2026 beyond those in the 2025 TIP, but some projects with 2025 start dates were removed because they would not appear in the 2026 plan phase.
Sandro said the plan includes transportation elements reviewed by Parks & Recreation and the Planning Commission; both recommended approval. She described priority elements including Safe Routes to School improvements (currently shown as unfunded pending an award letter), Gage Boulevard improvements (unfunded) and ongoing pavement preservation and ADA ramp work conducted outside the TIP when funded locally.
Council adopted the TIP by motion and consent; staff will submit the adopted TIP to the MPO and state before June 30 as part of the regional and statewide planning and funding process.
