Tony Lehman, HOME administrator, summarized the assessment and said the plan responds to repeated findings across the Tri-Cities: limited affordable housing supply; insufficient accessible housing for seniors and people with disabilities; low public awareness of fair-housing rights; language access barriers; and transportation gaps that limit access to services. Proposed actions include increasing affordable housing supply through partnerships with housing authorities, promoting multilingual down-payment assistance outreach, expanding accessibility through owner-occupied rehabilitation and potential HOME-funded retrofits, promoting accessibility building standards and examining ADU-friendly policies.
Lehman also described outreach and awareness steps: hosting fair-housing trainings, collaborating with housing authorities to train residents, translating program documents and using interpretation services. Transportation-related actions in the plan include coordination with Ben Franklin Transit, prioritizing connectivity in the transportation system plan, advancing bike-pedestrian infrastructure and upgrading sidewalks for accessibility.
