Commissioners urged to help map a potential California Cultural District; application deadline Aug. 7

The California Arts Council (CAC) opened a 2025 application round to designate up to 10 new cultural districts. At the commission’s June 2 meeting, staff explained the program requirements, timetable and the department’s plan to seek direction from city council on June 25.

Arts Division Manager Colette Murphy summarized the CAC program and legal background: the cultural‑district program was established by Assembly Bill 189 and launched with a pilot in 2017. Murphy said the 2025 application will designate up to 10 new districts and that the application deadline is Aug. 7. She described the funding tied to designation as currently limited to $10,000 per district for a two‑year period and noted that the 2025 process requires an organizational partnership among (at minimum) a government branch, a cultural nonprofit or collective, and a local business or community development organization. Murphy said a one‑to‑one grant match is required and that matching funds must be identified as projected, pending or committed.

What the application requires

Murphy listed the application’s primary review areas: equity and accessibility, partnerships and capacity, community engagement and social impact, and district vision and planning. The application asks for a cultural asset inventory (places, spaces and events), letters of support, a two‑year snapshot budget for district activities and identification of committed partners. Murphy said semifinalist site visits will occur in October–November, and final designations are expected to be recommended at the California Arts Council meeting on Dec. 12, 2025.

Commission direction and vote

Murphy told commissioners that staff will present the idea to city council on June 25 to request direction about whether to submit an application. Given the Aug. 7 deadline and the commission’s summer recess, Murphy asked commissioners to form an ad hoc to gather cultural asset information and other application materials. Commissioners voted to form an ad hoc for work plan item 4 (cultural district exploration). The motion named Commissioner Abare and Commissioner Fader as members and included a nomination for Chair Fox (who was absent); the motion passed with all commissioners present voting yes except Chair Fox, who was recorded as absent.

Ending: Staff said they will present the item to council on June 25 and begin community outreach through the city’s cultural tourism committee, cultural partners and the commission’s ad hoc if council directs application work to proceed.
