Madison County supervisors on June 2 approved a slate of planning and zoning actions, including two rezonings to allow temporary concrete plant operations, several industrial rezonings and conditional-use approvals.
The board opened a public hearing for MMC Materials and for a separate applicant, Bob Lloyd, who sought rezoning of separate parcels to allow temporary concrete plants to support a nearby AWS construction project. County staff said the MMC parcel had been purchased from Makita about a year earlier and that the concrete plants would be temporary and serve work at the AWS site. Applicant representatives indicated the MMC site would be leased to a concrete operator and that trucks would not use Virilia Road for primary access.
After hearing from applicants and confirming there was no public opposition at the hearing, the board moved out of public hearing and approved the rezoning motions. Supervisors voiced a preference that truck routing avoid local roads; staff and applicants told the board routing would use the new AWS access road rather than Virilia Road.
Later in the meeting the board approved additional items forwarded by Planning & Zoning on May 15, including: - Rezoning from A-1 (agricultural) to I-2 (industrial) for Mary Jane and Walter Boutwell (367 Veal Road); - Rezoning for Batwolf Family Partnership (Lily Road); - Conditional-use approval for Guru Nanak Foundation of Madison for a temple and associated family-life center (Old Jackson/Nissan Drive area); the applicant said a site plan is complete and will be submitted to Planning & Zoning; the board tabled site-plan review to staff and approved the conditional use; and - Rezoning and conditional-use approvals associated with John Cowenherald Senior (rezoning and a separate conditional use for an RV park in the same area).
Other Planning & Zoning items approved included preliminary plats and final plats (Southampton Gardens of Caroline Phase 2, Panther Creek Lot 19 and related final plats), an amendment to Cedar Ridge Phase 2, and a maintenance release request for Reunion Phase 3 (the board released the developer from routine maintenance obligations for the listed project with stipulations noted in an accompanying letter).
Board members repeatedly confirmed with staff that truck traffic associated with industrial rezoning in the Virilia/Old Yazoo City area would be routed to the new AWS road and not on Virilia Road. Several motions were made by Supervisor Banks and seconded by Supervisor Griffin; votes were carried by voice vote with no recorded dissent in the meeting transcript.
