FEMA's partial grant letter requires the county to submit a revised scope reflecting the board-approved wood structure and flow-through decking so FEMA can process the appeal.
Stratton said the estimated total project cost, including alternates, is roughly $2.1 to $2.2 million — a figure the county said remains within FEMA's original obligation for the project. He recommended the county send the updated scope promptly so that, if FEMA continues to cooperate, the county can advertise for bids in late summer and potentially complete work in the winter season when marine construction is more favorable.
The board voted to authorize staff to submit the revised scope to FEMA and to proceed with next steps that would place the project in a bidding timeline; supervisors said the change to the simpler wood structure and flow-through decking should reduce obstacles to FEMA approval and speed the procurement process.
No binding construction contract was awarded at the meeting; staff will return with bid results and funding confirmations as the project progresses.
